**Notice to Staff Applicants**

Effective July 1, 2006 the University will have two groups of salaried non-faculty employees: those covered under the Virginia Personnel Act and State HR policies (Classified Staff) and those covered under University HR policies (University Staff).

In 2005, the Virginia General Assembly with the support of the Governor and Virginia’s institutions of higher education, adopted legislation known as the Virginia Higher Education Restructuring Act to allow Virginia’s public colleges and universities to have greater local management control over financial and administrative matters.

The University of Virginia , along with Virginia Tech and William and Mary, have taken advantage of this opportunity for greater autonomy in areas such as capital outlay and construction, leasing, finance and accounting, human resources, information technology, and procurement. While the universities will continue to be state agencies, all three universities will have greater flexibility in creating new human resource policies.

Current University of Virginia salaried non-faculty employees and those hired prior to July 1, 2006 will remain Classified Staff even if they receive transfers or promotions to other UVa Staff positions. However, when the new HR systems are developed, employees will have the opportunity to become University Staff under the university’s HR system. All wage employees (regardless of hire date) and all new salaried non-faculty staff hired on or after July 1, 2006 are hired as University Staff and will be covered under University HR policies.

Initially University Staff will be covered by policies very similar to the current state policies. During the transition period (approximately 18 to 24 months), employees will be offering input into the new University HR policies. University Staff will be affected by changes to University HR policies and benefits just as Classified Staff will be affected by changes to State HR policies and benefits. Once the new University HR system is in place, Classified Staff will be given the opportunity to convert to University Staff during transfers/promotions within the University of Virginia and during the university’s enrollment period (at least once every two years).
